I personally dont blame the employers over this issue.
The Agency- they are force to do that for their business to keep running, so long the applicants are well informed about the real salary.
The Housemaid- they have to accept the salary as take it or leave it, do they have more choice?
The Government- ahhh you cannot force employers to offer $400 when they dont want to. And if u do insist on that, well find more ways to provide employment to your people, but first thing to do...if not stop, at least minimize corruption! :P
