One of the colleagues suggested going to Traffic Police which I did today & got my malkiya right away for the fee of Qar 100/- althought it was too hectic jumping from one dept to another finally reaching the right one after crossing5 depts, but after having my road permit all pain was lost. Thanx to all who gave me their input on this. Now only QID is remaining, I went there too to the Immigration Dept but such a huge rush which made me come back. I'll see tomorrow or some other time. But I sincerely hoped that this was available via net to avoid all this hassle.
