Like FS said, people felt uneasy about the large groups of men who were gathering in the malls. There was a tendency for these men to stare at everyone intently, which is quite rude in a country with a conservative culture like Qatar. And unfortunately a minority took things too far and started as FS described, which is probably what tipped the balance.
