Amoud, I don’t know why you called them up first? They would definitely say no, on the phone. I know girls, who go swimming in full dress, without being rejected or kicked out by hotel management. I cannot speak for all hotels though, I was referring to the Marriott. Any place with a private beach in Doha, will allow it with no issues.

Also, there’re wetsuits designed with head cover for Muslims. A woman does not need to wear any tank top over them. It’ll only reveal more of the body shape than without the top.

These are popularly worn in Egypt. The new designs are nice and colorful, unlike a few years ago, they were dull and too heavy.
