A starter heli for people on a budget is the "LAMA v4" heli by E-Sky (some other companies also have similar ones). These "twin rotor co-axial" helis are very stable, with the downside that these are mostly indoor helis. You can fly them outside on very calm days, which is like 1 in 60 in Qatar :)
