What's so hard?

When the job is advertised, apply.

If no jobs are being advertised, then there is probably no point wasting your time trying to send a CV.

Do you really think there are vacancies in the government (and private enterprise) and no one is advertising the jobs? Do you think they are just sitting there waiting for you to send them a CV and then they'll hire you?

Another option is to submit your CV to a recruitment agency and see if they can help.
