Even if Germany didnt have that law I still think thats its the father's fault. Mind you, I'm not saying the kid is not at fault too but I feel if the father knew the kid was depressed he shouldn't have had a gun in the house in the first place. Its easy for the father to say I didnt know, he stole it etc, but being a father is a huge responsibility and just becasue he was careless with his gun/son 15 people have lost their lives. Most of them kids. I think the dad shud be held responsible.
