When incidents repeatedly occur in a particular country (such as Afghanistan, Pakistan, Iraq, etc...), why the national citizens don't raise their voice loud and clear that they don't support violence???!!!

Why when some minor issues like publishing cartoons of Maome, unite so many people and they shout loud and clear their views? Why the same voices are not heard when to protest against murderous attacks in the name of god, religions, causes, politics, stupidity, etc?????
