Justmoi, I completely agree with you as you are saying: "to be an effective secretary...". My speaking and writing skills are not that good either, but my boss able to appreciate it.
What I forgot to mention in the forum I have created is that I am specifically referring to the position being offered (i.e. require more Technical Writing, as we are not involved in meetings and other discussions or negotiations).
But still I agree that to be able to elevate your status in life as expatriate, one should have good command of english in both writing and speaking (again, case to case basis). It is just incomprehensible that there are some people who are eloquent in speaking but really could not convey it in writing (I have personally encountered those people). Ironic isn't it?
