In the long run (perhaps even in the short run?) such legislation will be harmful to the Emirati economy.
Employers faced with the prospect of paying under performing Emiratis because they can't fire them will probably seriously consider shifting offshore to a location where business operating costs are lower.
It's just the kind of stereotype that GCC Citizens have been fighting against for years - 'Nationals get their jobs because of their passport, not because they are any good'. If I were running a business in Dubai I would do all I can to ensure I never hired any nationals at all, in case I was left in such an awful position.
Heaven help Dubai is all I can say. I feel sorry for all the Emiratis who were sucked in by the so-called 'vision' of Sheikh Mohammed and who are now about to discover that it was all a lie. The Dubai economy was just a giant Ponzi scheme, with one real estate investor coming in to give his money to the real estate investor who preceeded him. Now that the money has run out, all that will be left is a pile of Emiratis and a government overrun with debt.
