Just search QL for it and you'll find lots of threads deploring how it's basically a cover for racism.
Novi - the police have said it's down to the individual mall's to make their own policies, so who can and can't enter is not written in law. But if someone disobeys the rules of the mall then the guards are entitled to remove them, and if they resist then the guards would be entitled to call the police. Whether any of them would do that is another question!
