you will find that in order to work (paid or voluntary, such as scouts, sports coaching etc) with children and young people under 18 one must be cleared by the C.R.B.(the Criminal Records Bureau) first. No clearance then no job. Of course this is a bit of a bureaucratic nightmare but it does help in keeping anyone with a dodgy past coming in contact with kids.
A friend of mine used to work at New Scotland Yard doing CRB checks; he told me about a case where a middle aged man was refused permission to work with children because as a 15yr old he had stolen some knickers from a washing line - this is classed as a sex crime and negated his suitability to ever get a job where he came into contact with children, even though he had never been in trouble again since he was 15.

Nicaq25 - we have no idea about the size of the problem in the GCC as no records are kept(or if they are they are not published and available to the general public) and incidences are generally kept out of the media. I would suspect that the true nature of the problem here in the GCC is on a par with the % in the rest of the world.
