I was hired by Qtel and I got a similar package. This site has been very helpful to me so I am just returning the favor.
In my one month stay in Doha (I arrived last Nov 30) here are a few things that I learned.
Salary - 5 digits is good, really good if your on the higher end of the scale, i.e., 50 to 99K. I thought I had the best offer in the world until I came to know how much others are receiving.
Housing allowance - your 7K is more than enough unless you live in a high end condo in Manila or you are one of those "conyo's". I got myself a decent place for 3.5K, fully independent part of villa with an open space outside for my son to play. I suggest you find yourself a room while waiting for your family, it will save you a lot. Check out QL classified ads. (est. 700 to 3K)
Transpo - It's hard to find taxis here, people hire private cars or what they call 'carlift' It's quite expensive, 15 to 30 riyals depending on where you're going. Now I am working on getting a driver's license which I heard is even harder than passing a professional board exam.
Supplementary allowance - not sure why it varies but I got mine fixed at 6,250. You can put this as part of your savings.
Furniture loan - Check with your HR if it is actually a loan. Mine is actually an amount given to me by Qtel that they will eventually write-off in 4 years time. That means when I leave the company e.g., in 2 years I have to pay half.
Family Sponsorship - I am not sure why you have to wait for six months, maybe QF policy but Qtel processed my family visa the moment I got my RP, if not for the holidays my family will be here already.
Round trip ticket - I came to know only recently, Qtel gives employees a peak season rate ticket per family member, you buy or you don't if you choose. I am not sure if QF will spend time booking your own flight back home.
Weather - by far this is the hottest and coldest place I've been to. I was here in September for my final interview and it's extremely hot, I landed 9PM it's 34C. Now it's freezing cold, maybe 6 to 12C.
