Doha is not really an "explore on foot" city - but from the Ramada he can walk to Jarir Bookshop and get a copy of Marhaba. Keep in mind they are open on a split shift (8:30-12 noon, then 4:00 - 8:00). There are 3 English newspapers, but they are mostly news - nothing especially for expats. He can for sure do a drive around with a taxi, but it will be hard to get a sense of life here, since many expats live on compounds. Not one area in particular to focus on really.
In order for it to be worth it, the package would have to include: furnished villa OR unfurnished with a hefty shipping allowance; family flight tickets annually; transportation allowance for buying a car locally; school fees for once your kids are school age.
