Doha vets (dohavets.com) has a pet relocation service. They do all the paperwork to bring your babies into Qatar. Most stand-alone villas have a wall around the house with a gate, so that should be a good place for the doggies. In the summer it doesn't cool off too much in the evenings but places to swim are available.
