I knew it!!! I said in a previous post that there was a law against this. I know that 6 years ago or so there was a big problem with guys spitting this swayka (kinda like chewing tobacco) juice in the street. Was hard to enforce. Tell your friends to make sure the guy was actually police and not someone stealing money off him.
