Most the the staff at these places are exactly that. I simply walk up to the offenders say "excuse me, but it is illegal to smoke in public places" and point to the no smoking sign right above their heads. when they hesitate I say, "you need to put out your cigarette now".
So far, in 5 years all I have sweetly asked have complied. Except rotten teenagers who then I shame and embarrass.
