May be your PRO submitted the visa application directly to the visa section along with the NOC. You should submit the NOC along with the documents from the new sponsor( covering letter, municipal license,CR copy, C number ) to the standing committee لجنة الاستقدام to get approval to work with another employer before 2 years then attach the approved receipt with the visa application and forward to the visa section.
