As I understand it, landlords don't have to start paying the mortgage on a building until they've started to rent out the apartments. This means they will wait until someone (usually a company) comes along and rents the majority of the apartments. It is not in their financial interest to just rent out 1 or 2 of them.

Until the law about paying back the mortgage changes this will continue to happen. The landlords aren't doing anything wrong, and you'd do the same in their situation.
