najamss - it's a definition. He's an African American - i.e. a Black American. They don't have a "scale of of blackness" to determine if someone qualifies to be called black or not.

Think about it - most black people are not actually black if you take the literal definition of the colour, are they? Ditto most white people aren't actually white.
