Marhabtain/Winn, If you knew anything about Indian Union Budget or Indian Economy, you would'nt say such things.
FYI: India's economy unlike Pakistan's is a "welfare economy". Which means in any Indian Budget most of the money is allocated to Rural health, Education, irrigation, basic sanitation, Roads etc.
The only department which does not cater to "public service" and still eats away a big piece of the "budget cake" is Defense. That too because India has its concerns, and wants to maintain the regional power balance, So it can be considered as "forced spending".
And if you see the ISRO spendings(Rocket science etc) it is small change compared to the massive economy of India.
If you consider Indias GDP(PPP) :$5.21 trillion(2008 est.) - Source wikipedia.org,
then the annual ISRO spending of $940 million is really very insignificant compared to Indias National Budget.
If you draw a pi-chart in a A4 page, the ISRO spending will not even be visible.
