Truly, I cannot imagine anyone wanting to come to work in Qatar of their own free will if these laws are passed. Or maybe there is also a plan to keep all future expats in the dark? For sure they will not come if they know the consequences of such laws for employees.
What a joke. It seems slavery is what they want, and many expat workers are not far from that as it is.
I wish to see the day when these people will see the light and enable free labout movement, and institute some basic rights. Bonded employent can never be a good thing.
As an answer to yor question; as far as I know, there have been rumours circulating every once in a while for the last ten years that the laws will be relaxed, exit permits removed, etc. Has it happened? No. I wouldn't hold my breath if I were you...
