From what I know you can transfer as many as times you want. Provided:-

1. You get a NOC from your earlier sponsor.
2. Provided the Labor Dept does not reject your application.
3. Provided you can pay for the transfer. Like 1000 for the first time, 3000 second time, 5000 third time and so on. (I am not so sure on the amount)
