I know this sounds pathetically facile, but if I (as a blonde) feel I'm being stared at I simply avert/drop my eyes. Problem solved. Now if someone were to make a grab for me that would be a different matter. They'd find themselves on the floor with my boot in the back of their neck. I make a distinction between my problem and someone else's.
