You are right Shazbat only Qataris can adopt from a local orphanage, and there is really no such thing as adoption here in Qatar. A Qatari family can look after these children for any given period of time but they never "legally" own them, so if the parents come looking for the child (rarely happens) they must give the child back if the parents are fit.

If you are looking to adopt why not try China? A lot of little girls there needing good parents.
