One chief Minister of a south Indian State Introduced a Program of Fixing 'MOTHERS CRADLE'in a number of places in the state. Those who doesnt want to raise their new borns can put the baby in the crib. State will take care of them..I think China like developing & over populated countrys should follow this.....
