I agree that Qatar should adopt animal cruelty law enforcement. The attributes of a progressive, developed society and nation can be judged by how their animals are treated.
Unquestionably, if a human were left to drown, or tied to a tree to die, or left in a box on a busy road or tied to a vehicle and dragged along the road at speed – necessary justice should be served by the perpetrator and laws are in place to deal with such crimes.
This happens to animals on an all too frequent basis. Why should the perpetrators not serve recompense for such actions?
Animals may be voiceless creatures, unable to defend themselves from such cruelty; surely it should be the duty of a more advanced species (human beings / society) to defend and protect their basic rights to co-exist without being subjected to such thoughtless, cruel and unjust actions?
