Yeah that is the reason and the rule is very new in fact bcoz there was a time when many people used to get relatives on housemaid's visa. I know of an Indian couple who got the wife's single sister in Doha on a maid's visa because she had lost here parents and had no one to stay with. Many people were mis using the housemaid visa so they came up with this same nationality rule..
