As for applying to companies, again it is better to do follow up by phone. Call the companies in a confident tone and ask details of the HR Manager. Once you get the person on the phone, ask if they have a suitable opening. In some cases you can also ask the details of the IT head to ask if they have a position to offer you.
The key point is to be confident when taking to the receptionist so that he/she passes your call to the relavent person.
