NOC is a privilege provided by employer although good ones normally give without hardship.

As your letter implies, your employer stated that you need to finish 2 years maybe if you do that they will provide you with one. Clarify this with them and if they will after working with them for 2 years maybe you can talk to the company that is offering you now if they can wait for another 3 more months.
