You need one year residency before you can transfer even if you have an NOC. However, you can negotiate for an EARA from your current sponsor if your next employer will accept this condition.

EARA is a document from your present sponsor allowing you to work in another company without any objection from him.

There are companies that will accept this condition because of legal constraints.
