As far as I know, the Qatar Embassy staff in Manila is not really bothered with stamping visas on Philippines passports as long as their paperwork in DOHA is correct. Personal appearance MAY or MAY NOT BE needed ... that depends on the officer on duty. Be polite and nice and I hope you all the best!
