PAN card is needed for everyone even if you are residing in Qatar, since one day you have to return India. Also if you are investing on property or any share, You have to give PAN card details. New rule has come that if you are buying Gold above some amount (I dont recall the amount) you have to give your PAN card details. So there is nothing wrong if you make a PAN for yourself. It costs near Rs:300. In future all the traction will go through PAN card details. I am having from 2003.
