I am not sure.. though there is one labour department office in C ring road. When you go from Ramada signal to gulf cinema, take left at first signal after ramada (Muntaza signal), and take first right, near American hospital there is labour department office.

Also when you move on toward Gulf cinema, you could find one more office at left side, something named, job finding assistance office... like that..

But I think the labour department office near Muntaza signal is what you are looking for...
