UAE Embassy does not issue visa from Qatar. If you are travelling by air (FlyDubai Airline), visa will be issued upon arrival at Dubai International Airport. If you are travelling by road, visa will be issued at the UAE border (considered you are holding some managerial post or you are a professional).
