At your position, normally if you travel by air, you would get a visa on arrival. Since you are coming by road, you need to:
1) Apply at the Qatar Embassy for a tourist visa;
2) Apply to the Saudi Embassy for a transit visa (granted only if you already have the Qatar visa). In Qatar, the Saudi visa is processed by a travel agency, dont know how it is in the UAE;
3) Enjoy the drive!
