I don' know how true it is but I was told that the traffic department will issue a license to a driver who is 17 if they already have a license from an approved country which I assume is one of the countries that they will allow the transfer to a Qatari license without a road test.  I was also told that it is granted on a case by case basis.  I have seen kids driving around the American School and I know they are students so it might be worth a shot to just take her down to the station when she arrives and see how it goes.
