as I understand, you currently have an RP which will be cancelled once you resine. In this case you won't be able to obtain a business visa without NOC.
If you are currently on the business visa, you don't need a NOC. You will have to exit Qatar, and you will need an exit permit if you stay over 30 days in Qatar.
But again, if you have an RP, you will need a NOC for business visa.
