Go to Masraf Al Rayyan bank located near Qtel on Al Sadd street and apply for Pay & Go prepaid cards that can be used for online shopping. You need not be an account holder for buying this type of card with minimum balance of QR.500/- plus quite a little amount of fee, I think it is around QR.50/- to issue the card.
