I believe what others do is they exit to nearby countries as tourist, then from there you could easily come here without a problem. But, I belive the Qatar visa must not be seen by airport immigration or else she would also be unloaded and will put a note on her name in the computer that she cant leave the country without the complete working papers.

Another problem if you let that agency process her papers, usually, the would ask for a month salary as agency fee.
