The very existance of a pay scale related to nationality is contrary to free market labour practices.

Why are Indian guys in Canada not paid less than Arabs (just to use your example)? Because Salary is commensurate with skills and experience and NOT nationality! And that's the way it SHOULD be....but we all know that this is not the case in the middle east.
