Not in terms of ethnicity,but in terms of education....i'm trying to be delicate here, but lets just say that not all countries education systems are equal and therefore the skillsets their graduates would have would be vastly different!
The correct way of doing it though is to list specifically the skillset you need and do not mention nationality (because there are exceptions like poeple who study abroad, etc..)!
But I DO agree with you that sometimes you see a preference listed that has nothing to do with what's required, and that's just plain wrong!
There are MANY things here related to hiring that would be just plain wrong (not to mention) ILLEGAL back home (Canada)...for instance what's up with asking people their religion? How does that affect their job performance or qualifications???
