I just went through the same thing. I don't know if the time out of the country is required but he left when his job finished after 5.5 years.
He was in his home country for 6 months then returned on a one month visitor visa. He did have to take a medical for us to extend it for a 6 month visitors visa.
He didn't need a NOC for the visit visa and he didn't need it for me to apply for a family visa.
The NOC is just if you intend to work in the country again.
