Sorry for the delay, been busy on the job offer.  Yes I am DA CIV, are you?  Im just amazed to the info that my HR is telling me.  I dont understand why they say that the step for GS is not negotiable because of some regulation when all my other friends with the same job  were able to negotiate the step.  Man, its frustrating.

I dont know any school to put my kids in yet, just two ages 4 and 9.  Do you have any recommendation by Doha helennan?  Thank you.
