There are indeed female Police officers here in Qatar, but really think you have no chance in getting a job in the police force here. I would imagine that being able to read and speak Arabic will be a requirement as most of the Law is not translated into English.
I agree with Oh My regarding the situation of your intention to live with your Boyfriend here. Many schools here will say and promise anything in order to get staff - there are many schools are finding it challenging to recruit staff.
Basically it is a big NO NO to living with your Boyfriend - it only takes one neighbour or someone with a grudge to bear to inform you to the authorities - then you will be looking at a possible deportation for the both of you.
My advice do more research - Get married before you come here - look into consultancy security work.
Sorry that there is really not much positivity regarding the questions you posed - but really Qatar is a nice place to live - I have been here for 10 years - although this year is my last. great weather apart from the height of summer, relatively safe (apart from the driving!), great opportunities for watersports, dining out in beautiful places. Qatar is changing though and is becoming more expensive to live in, but the sun still shines more or less every day.
