Regardless of the secondment in order to change from company your friend must have a NOC from the current employer.
If the actual employer is not willing to provide a NOC then if your friend quits most likely she will have to go out of Qatar for 2 yrs and then come back. By the way the 2 yr period starts upon visa cancellation and not upon leaving your job.
Now if the actual employer can second your friend to the other company then go ahead and tell her to ask for the secondment.
Anyways, just keep in mind that a NOC is needed at all times. If she can not get a NOC then it is bye bye Qatar for her for 2 yrs.
