Qtel don't do the censoring themselves. They pay an "internet censorship" company and tell them what sort of things they want censored (I imagine it as a form with a load of tick boxes!).
Inevitably some sites get wrongly classified and censored by accident, but Qtel will look into anything if you email them about it. My blog has been censored by accident on several occasions (no idea why!) and they always un-block it when I email them (though they don't always reply to the email).
