yes, you can use it, just look for ATMs with Visa electron logo on it, you can withdraw cash anytime in atms around the world (with minimal charges), for payments, etc.. Mine is also Masraf Al Rayan Visa electron debit card and used it several times outside Qatar. However, you cannot make balance inquiry for you account using the card while outside Qatar, just make sure that you know your account balance before you leave Qatar.
