can they get physically attracted to a Qatari womens if all of them are
covered from head to toe??? How can they say that a particular girl is

This is not only in Qataris .. this culture is everywhere in the Muslim world.
I am not Qatari but since we are from same religion I will tell you how our system works...
Normally the trend of marriage is within family circle such as 1st cousion or close relatives, in very few cases we do marry outside out family network ...
1) Outside family network: The elder women (mother/ grandmonther) or even sisters plays a major role in selecting a girl for their son/brother .... once the girl is selected the photo is shown to a guy and once he agreed then the (girl's family) invite the boy family at thier home on lunch or dinner ,boy and girl both are invited on the food in the presence of both family members,,, in this case the girl wears her local dress only covering her hairs... the boy and girl both talks to each others and finally decision is left between them ... but still in most families both the boy and the girl follows their parent's advise !
1) Within relatives: Ofcousre, most the cousins grow-up in same house or meet each others on several occassion such as family get togather/parties etc... even girls covers their hairs infornt of their cousins in their house when they come to visit them ... so since they knew each others for long time therefore deciding to marry one is not as difficult !!
I have given you a general overview of how such marriages happen... even in Islam it allows you to see your partner before you decide to tie a knot with him or her ...
for example, if my parents finds a girl for me outside my family network and not knowing or seeing her i agreed to marry to her and later i find out that she is mentally/ or physically not fit then my marriage dreams are ruin ? I have a choice to marry the girl of my type .. so Islam does not force us to marry a women without knowing her or seeing her physically !!
