UAE doesn't accept any of the GCC driving license unless the License holder is a Citizen of that country.Expats are not allowed to convert.Parking Test is Exempted for GCC holders & you can directly go in for a Road test without any classes for the first time.
Process to go in for a driving test ( Dubai) for GCC license holders
1) Passport copy ,Residence visa copy ,NOC from Sponsor(UAE), GCC Driving license copy & Original - Should not have expired,Eye Test(Local optician)
2) Go to one of the Driving Institute Main centres where they have RTA office as well within the institute for booking the Test etc
3) Register yourself with the RTA.They will check your original DL - GCC
4) Get the Learner's permit with GCC stamped on the permit.The RTA will also hand you over a booklet for Safe driving
5)Once you get the permit, You have to Book for the Knowledge Test -Computer based( a Signal + Theory test )- 35 questions.
6) The Test date generally will be a week after booking
7) You need to answer 22/35 questions to get through.
8) Along with the Result of the Knowledge test, you can book the Road test. The dates again will be generally a week later.
9) Attend the Road test if you are confident on the said date.Adherence to Rules are checked during Road test.
Lane changing,Mirrors,Shoulder check,Signalling,Speed,Control etc are looked into.
10)IF you succeed , u will get an RTA form with Road test passed stamped for you to go through further of getting the license from the concerned office.
11) Else you may have to register yourself for additional 8 classes & then give the test & repeat the process in case of failure.
12) License will be issued for 10 years.Your original GCC license will remain with you.

NB :
1) Would suggest to go for refresher classes atleast 4 before taking up the first road test. For that you have to enroll yourself in one of the Driving institutes.
2) Not easy here to schedule the classes as per our liking.Its a bugging process to Enrol & schedule classes to match well before the Test date
3) Quite Expensive as well compared to other GCC.
